The honest take
The UAE proposition has shifted materially since 2023 and it is worth naming the shift before you book the flight. Personal income tax is still zero β that part stands. What has changed: a 9% corporate tax arrived in June 2023 for profits above AED 375,000 (β$100k). Free zone companies can still claim 0% if they conduct 'qualifying activities' and meet substance requirements β but 'still' is doing a lot of work in that sentence, because definitions are narrower than the old brochures implied and enforcement is real. Cost of living has climbed sharply: a decent two-bedroom in Dubai now runs AED 130,000β200,000/year in rent alone, placing Dubai in the global top 20 for cost on Mercer's 2024 index. The narrative of 'tax-free and affordable' is now only half true. What remains genuinely strong: the Golden Visa (accessible from AED 2M in real estate β$545k, or via skilled professions with no investment minimum), the infrastructure, the East-West time zone for global operations, and safety. No path to citizenship through residency β this is a structural feature, not a bug about to be fixed. If your income is high enough that zero personal tax still outweighs the cost premium, the maths works. If you're a regular professional expecting Dubai to be cheaper than London β run current rent numbers first. Alternatives worth modelling seriously: Portugal (lower cost, EU access, NHR 2.0), Georgia (near-zero effective tax, fraction of the cost), Serbia (central Europe, simple residency).
