The honest take

The Philippines is the only country in Southeast Asia where English is a genuine first language for a significant portion of the population, which removes the friction that makes daily life exhausting elsewhere. Manila is chaotic and enormous and has the traffic to prove it, but it also has world-class malls (which Filipinos treat as air-conditioned community centres), and a cost of living that makes the chaos negotiable. Cebu is growing fast as an alternative. The islands β€” Palawan, Siargao, Boracay β€” are objectively among the most beautiful in the world.
